The current system of how mobs decide whom to attack is rather odd. As interesting as having a mob automatically know whom best to attack can be, why not setup a means of aggro creation from damage and faction? The idea that some bear is going to run up in front of a mob every time it swings at you is rather insane. The idea that a mob is going to run after the smallest guy in the room while lightning flies from somewhere else and massive physical damage comes from another direction is a bit off beat as well.
If a mob can get hit by someone then it should be able to hit by that same someone--unless paralysis or stunning affects were put into play.
